Governor Andrew Cuomo called for an investigation into RG&E's response to Wednesday's storm that knocked out power to tens of thousands of people in Monroe County.
Days later, up to 40,000 remained without power.
During a visit in the Rochester area on Saturday, the Governor said the power company should have been better prepared.
"Utility companies get paid when every month a homeowner pays their utility bill, homeonwer's have the right to expect that that utility company is performing it's job. What we have here is a severe windstorm and it is not something that is so extraordinary that it shouldn't have been contemplated," the Governor said.
